the other oils you mentioned will do the job as desired. With so many choices of oils i.e jojoba, sunflower, carrot, almond, grapeseed, and more than I can think of at this point, you won’t have to limit yourself or use water as a choice.
you could put some peppermint oil in a tissue and put it in your shirt pocket or one of those lockets necklaces.

No, when you mix them with water the oils will just sit on the top because they are not water soluble.

The oils will probably not be soluble in water, you could use alcohol for most oils though.
