You cannot send the oil. It is flammable and must be marked as such. Most likely the USPS will not even handle it. You will probably have to send it via UPS or FedEx as flammable freight.
Also note, your lamp would probably not arrive in one piece. Regardless of packaging, lamp glass is notoriously thin and would probably not make it through its first sort at the shipping facility.
