No they are not the same. Essential oils are distilled from plants, usually flowers, but also citrus rinds and tree resins. They can be used as perfume but are more typically purchased for their medicinal effects. Fragrance oils can be anything that smells good. Most of them are synthetic chemical mixtures that mimic the real thing. Some of them, like Jasmine, may actually have up to 10% real Jasmine in them, but they do not have the therapeutic effect of essential oils.
Online, Lucky Vitamin has some discounted essential oils. But more important than price is quality. Make sure you buy a good brand. If it is Aura Cacia or Frontier brand, it doesn’t matter much where you buy it. If it is a generic or "house" brand, you better know the supplier before you buy cheap. I like Mountain Rose herbs for discounted quality oils.
Note that some essential oils have a pretty short expiration date, especially citrus oils. Some tree resins actually get better with age, like patchouli.

I dunno, but you can get both at any health store
Also theres this place called sage that has them for sure, its a franchaise
